The Pennsylvania Higher Education Equal Opportunity Act of 1971 (Act 101) was established after the Honorable K. Leroy Irvis, then Majority Leader of the Pennsylvania House of Representatives, recognized that many Pennsylvania residents were being denied access to higher education due to prevailing social and economic conditions. With support from the Pennsylvania Black Conference on Higher Education, Act 101 was created to expand access, promote equity, and support student success.
The program was administered by the Pennsylvania Department of Education until 2010–2011 and is now overseen by the Pennsylvania Higher Education Assistance Agency (PHEAA). Neumann University is proud to be launching this program as part of our continued commitment to student access, retention, and holistic support.
Student Leadership Development is a cornerstone of the Office of Student Transitions, Access, and Leadership Development. Our office is committed to developing students into thoughtful, socially responsible leaders and civically minded professionals who lead with integrity, compassion, and purpose.
Through intentional leadership training, professional development opportunities, and meaningful community-based interactions, students build the skills necessary to succeed both during their time at Neumann and beyond graduation. These experiences emphasize communication, teamwork, ethical decision-making, and social responsibility, empowering students to become engaged campus leaders and active contributors in their communities. By connecting theory to practice, we help students grow in confidence, leadership capacity, and a deep sense of belonging and responsibility.
